Maggie MacGregor is a strategic learning executive with more than 25 years of experience in aviation training, safety, and workforce development. As the former Assistant Vice-President of Air Traffic Services Learning at NAV CANADA, she led regulated training operations for over 25 technical roles, overseeing both national learning strategy and safety-critical competency frameworks.
Internationally, Maggie has contributed to aviation standards through the International Civil Aviation Organization (ICAO), where she served on the United Nations Next Generation Panel to design global competency frameworks for regulated aviation roles. She is co-chair of the CANSO Operational Training Task Force.
As Chief Learning Officer of Lillifly Consulting, she advises aviation organizations on competency-based training, simulation, and regulatory compliance, with a focus on advancing equitable learning cultures. Her work emphasizes understanding learner demographics, designing training that builds teamwork and decision-making skills, and ensuring teaching approaches strengthen performance in safety-critical environments.
Most recently, Maggie earned a certification in Artificial Intelligence from MIT, deepening her expertise in the intersection of automation, AI, and training in safety-critical environments. She brings this perspective to her work —exploring how automation and AI reshape training in aviation.
