David Ritchey is a senior aviation executive with 35+ years in air traffic and aviation operations across the FAA and private sector. He is Director of Business Operations – Aviation at Serco, leading geographically distributed teams that support FAA Contract Towers and major U.S. airport ramp tower programs. He is accountable for operational performance, controller training, risk management, P&L oversight, customer relationships, and strategic contract execution; driving operational excellence in safety-critical environments where compliance and mission assurance are essential. Previously, he served in senior FAA roles including Program Director at Headquarters on the AJT 0 Executive Team, leading national initiatives on professionalism, safety, and workforce engagement. As District Manager/General Manager for the Piedmont/Atlanta and Jacksonville Districts, he oversaw more than 1,000 employees across multiple facilities, with responsibilities spanning capacity, labor relations, safety performance, and NextGen implementation. He holds an MPA and a BA in Union Leadership and Administration, is a PMP, and is recognized for expertise in air traffic operations, workforce development, and safety-focused program leadership.
