Biography
Brendan Dunn is the President and Co-Founder of PhronesisDC, a consulting firm specializing in tax, trade, and financial services policy. Prior to entering the private sector, Brendan had a long career in government service, culminating in his work for the United States Senate Majority Leader, where he spearheaded the most recent renewal of Trade Promotion Authority negotiated with President Obama, coordinated the first reform of the U.S. tax code in 30 years (including major changes to the U.S. international tax regime) under President Trump, and worked to secure the first substantial statutory changes to the regulation of the banking industry in the decade following enactment of the Dodd-Frank Act. Over a 12-year career in the United States Senate, Brendan:

Served as Tax, Financial Services, Trade, and Pensions Counsel to Senate Majority Leader Mitch McConnell;

Served as General/Special Counsel to the Senate Finance Committee; and

Served as Professional Staff Member to the Senate Judiciary Committee
Today, Brendan works routinely with the Leadership of the U.S. House of Representatives and Senate, Congressional Committees, the White House, and executive branch and independent agencies as part of the legislative and regulatory process, including the development of this year’s reconciliation legislation that impacted tax, health care, and energy policy.
Brendan has a Ph.D. in Political Science from the University of Notre Dame and a J.D. from Georgetown University Law Center. He clerked in the U.S. District Court for the Eastern District of Virginia and did his undergraduate work at the College of the Holy Cross.
